x = measured weight of each bag
if |x-16| > .3 reject the bag.
it works out exactly the same if you put
|16-x|>.3

Let "x" be the weight of the bag:
15.7 <= x <=16.3

as far as I can tell you dont need abs value for this
16.3<=x>=>15.7
