I know the answer is 15.7, and 16.3, but the equation?

|x - 16| = 0.3

x is the bag's weight.

x = measured weight of each bag

if |x-16| > .3 reject the bag.

it works out exactly the same if you put

|16-x|>.3

Let "x" be the weight of the bag:

15.7 <= x <=16.3

X= weigh og bag

It's approved <--> |X-16|≤0.3 <--> -0.3≤X-16≤0.3 <-->
16-0.3≤X≤16+0.3 <--> 15.7≤X≤16.3

as far as I can tell you dont need abs value for this
16.3<=x>=>15.7
