While the cephalopods (octopus, cuttlefish and squid) are the most intelligent invertebrates, they can still only handle relatively simple reasoning. Dolphins are among the smartest mammals, which is significantly higher than an octopus.

Intelligence is a relative phenomenon and you can not compare one animal with another. All animals survive and survival is the true sign of intelligence. However, from the point of view of brain structure and function, the dolphin being a mammal is more intelligent than octopus. The brain is more complex and capable of performing multiple task when the number of neurons are very large, which is the case in mammals. The Brian of octopus is made of ganglions with very few neurons. So very little learned behaviour is performed by octopus but dolphin can be taught to do whole lot of tricks. Intelligence is defined as the ability of an organism to use stored information to its advantage in terms of gathering food, mate and opposing the enemies.

I wouldn't say smarter, but they are smart and seem to reason somewhat. I've seen a few times on nature shows on TV, they put a fish or crab (meal!) in a jar, screw a top on it and put it in a tank with the octopus. The octopus figured out how to unscrew it and get the food out.

Not smarter than a dolphin, but amazingly smart for a mollusk. In captivity they can playfully squirt their keepers, and have been known to sneak from one tank to another when nobody is looking.
