Could be two things- not enough light, or a fertilizer too rich in nitrogen. If the plants are super lush and dark green- too much nitrogen- get a fertilizer for tomatoes- it will encourage bloom. If the plants are a bit spindly, not enough light. One easy fix, if the light is not too bad, is putting aluminum foil to reflect and increase the light down around the plants. Wrapping cardboard in the foil will help keep it down too.Good luck!!

Happened to me a couple years ago, too late to do what works best : I discovered this year to prune the part that grows at the base of the leafy stem in between the main trunk, these are called suckers, and they take away form the plants overall health.
What worked for me a couple years ago when I had this problem (sounds crazy but what have you got to lose) take a garden hose about 3-4 ft long or a piece of pvc pipe and whip them, breaking off some of the smaller branches, use care to not damage the main trunk of the vine. It really does work!

Either the plants are not getting enough sunlight, or you have overfertilized them. When you start you tomato plants, fertilize sparingly until you get the first flowers (usually after about 7 true leaves. Then you can fertilize more heavily.

Are you using fertilizer? Try buying a fertilizer where the middle number is higher. for example, 10-20-10. The middle number is for phosporus which promotes growth of flowers or fruit.

If the growth is luxurient, the problem may be too much nitrogen or too low a nightime temperature. If the growth is sparse, the likely cause is not enough sun.

no flowers at all anywhere on any branches?
that stinks. i don't know what would cause them not to flower and produce fruit.
