Usually the back of the ATM card has symbols of the ATM programs supported, one of the most common in the US is Cirrus.

If there are no symbols on the back of the card, and it is not supported by VISA or Mastercard then you may not be able to use it.

However, I have used my US ATM card in the Bahamas, Mexico, Belize, and Honduras in the past 2 years so they are probably international programs now.

Ask your bank. The banks sometimes put holds on ATM cards if they aren't notified in advance that you plan to use it outside your country to prevent fraud.
