According to what was on the URL you posted there's a bill in the U.S. congress to exempt ALL recreational boats from the license and fee for ever and ever. Write your congressman and get him behind the bill. Also the court ruling which said the EPA has to institute this license and fee on recreational boats is being appealed and the appeal will be heard by the 9th district court later this year.

can you imagine the uproar if something like this gets passed into law????? the EPA couldn't stand the strain!!
