It can be pronounced either way. The original meaning was a place where cattle were rounded up and the word is a derivation of the Spanish words 'rodear' meaning 'to go round' and 'rotare', a wheel. Originally rodeos were shows where were cowboys showed off their skills either riding horses or motorcycles. They are a relatively recent invention, probably starting in the early 20th century.
