You need a conversion factor and to set up your equation. Then cancel units and you will have your answer.

Set up your equation this way:

(what you have) * (conversion factor) = (what you want)

Make sure that the units of what you have match the denominator of the conversion factor and the units of what you want match the numerator. That way, the units will cancel correctly (and your answer will be correct).

Since there are 1000 mL in 1 liter, this will be your conversion factor:

1 liter / 1000 mL

Notice where the units are so they will cancel.
Now set up your equation:

(17 mL) * (1 liter / 1000 mL) = ? liters

Cancel the mL units:
(17) * (1 liter / 1000) = ? liters

The answer is 17 liters / 1000
= 0.017 liters

Whenever I have an unfamiliar conversion I find it easiest to just type it into Google. So for you, just type mL to Liters. Within the first few responses you should get something that tells you what the conversion rate is.
