The flyer suggestion was good, but that also alerts the health department and other goverment agencies that you are running a home based food business. So you better have all of your licenses and inspections, just in case they decide to pay a visit. I live in a small town and this very thing happened to an elderly lady recently, who would have thought it would? They nailed her with a ton of fines? You may want to just bake for friends and family on the quiter side until you find out all the ins and outs of it. We were all shocked when we found out what had happened to her. But legally, she had broken the law. You may want to have a parent check in to that aspect of it. Laws are different everywhere and your town may not be as money hungry and vengeful as mine!

If this is what you love to do, then congrats! You may have a career or a lifetime hobby in mind. Consider improving your skills by seeking work in a bakery or taking some classes. If you are truly interested in having your own bakery someday you will want to see from the inside how a successful business is run. You will need to check your local laws before you attempt to make money from your home. Though I don't see why you can't bake a cake for a friend or neighbor now and then.

If you live in the us you can take a course at a vo-tech in cake decorating, a good theme cake like (sorry to show my age) Star Wars or Hello Kitty can cost $50.00 and you can make it for $8.00.
You can apprentice with a bakery, some grocery chains like even walmart do that.
Its not a good full time living unless you're in a big city and can charge high prices. A wedding cake in NYC can go *-10 Thousand dollars walmart charges about $150.00.
I had a rstaurant and did custom baking, people like real professional bakers, it's a lost art.

See if you can get a job at a local bakery, or the bakery department of a large grocery store. Even if you are really good at it already, you will likely learn more. Then when you are of age, if you still want to open your own shop, you'll know more.
Good luck.

First start by selling in your neighborhood, like in the style in home bake sales, and you also, go to www.businessstarters.com, a website that is really good with helping you start your own business, with what you do best.

Put out flyer's in your area to make b'day cakes and other occasional cakes for people in your area. Charge $25 a cake. I'll bet you can build from there.
