The act of "mooning" is not appropriate behavior anywhere. It can lead to being arrested for indecent exposure. The most important thing is that it is not in line with Catholic Church teaching and the way that Jesus Christ would act. It also is disrespectful to your own body and shows disrespect for others. It is considered immature, rude, and in today's society could actually cause fear in someone not knowing what your intentions are. This may already be the intention the "mooner" is trying to instill.
