Publisher is a desktop publishing software, the stuff you use to make flyers and that kind of things.
FrontPage (now Web Expression) is a WYSIWYG HTML editor (or so it claims to be, personally I don't think is WYSIWYG), a visual web page creation tool.

Microsoft Publisher & Frontpage : These are used in completely different scenarios and for different purposes.

While Publisher is being used more for creating publications, marketing materials, brochures, leaf lets and so on....

Frontpage on the other hand is used for Design, Development & Maintenance of Web Sites and pages. its some sort of HTML Editor or can be called as a web site generator.

So I think to decide between which is better is difficult as you are using these two for different purposes.

Publisher. You can make cool graphics with Publisher.

I think Front Page is for designing web pages.

Depends on what you want to do . . . .

For designing birthday cards, calanders, posters . . Publisher

For designing Websites, Publisher makes HORRIFIC code, Frontpage is better but not great.
