The baggy pants trend started when criminals started wearing them. Street criminals wear layers upon layers of other clothing underneath it. The reason for doing so, is that if they are caught breaking the law and decide to make a run for it, they'll peel off the outer layer, and dispose of it so people can't identify them as they guy that did the crime.
Granted, that's not the entire reason people wear them nowadays, like "Gangsta Rap" , the criminal appeal has become popular culture.
And yes, people should be allowed to wear what they want, but not if it's to assist them in crime.
I am a southern Democrat from Atlanta. And yes....the man who proposed the ban was a black southern republican. For once, the man did something right. Sorry, Sway_27, the dems can't take credit for that one.

From what I gather the intent is to curb the gangs. You will notice that those who wear their crotch at the knees seem to be punks or gang related. While their intentions are good they won't stop kids from joining gangs. The gang bangers will find some other way to look cool and to identify with each other. It is really quite silly no matter who is trying to pass it. One would think there are far more important issues than baggy pants to worry about.
