You don't need a site. Just download Audacity, and make yourself a WAV that lasts an appropriate length of time, then send it to your cellphone.

I use Cingular/att so I mail an email to the phone using an address like [e-mail], where my cellphone number would be [phone]. Once I've received the message, I click on the attachment and save it.
