Take a oath that from today onwards you will talk to everybody and anybody only in English. If you make mistakes does not matter, let others rectify your mistakes and if you want you can clarify the doubts with anybody regarding speaking and talking in English. You will be talking fluent in English withing no time. First of all to correct your question.
'I want to speak English.' Do not use a comma at the end of a sentence. A full stop is grammatically correct.
'What are the best solution?' The verb form 'are' is incorrect when compared to 'solution'.
It is either 'What is the best solution?' or 'What are the best solutions?'. 'Is' and 'Are' are from the verb 'to be', but refer, in the given tense, 'present participle', to a singular object or a plural object; 'Is/Solution' and 'Are/solutions'.
In answer to your question. Reside in a country where English is the official language. I make two exceptions, Great Britain and the U.S.A.
Firstly, the standard of taught English in schools in Great Britain is extremely poor, and secondly, in the U.S.A. the spoken English is bastardised.

There are many ways, one of them is to get involved with the classes like ESL, or ELL... try to contact your English teacher, he/she might give you some extra english class. Make a friend who speaks English! Learning a new language is always fun! Make it fun by doing some creative work that you like! =)

READ READ READ, anything you are interested in, books and magazines it will help you learn new vocabulary if you look up the words you don't know in the dictionary.
Watch TV and if you can watch the news and DVD's or movies
It will help you pronounce the words correctly.
