Any time when the QB's arm is moving forward, it's considered a pass. No matter where that ball gets knocked down, the play is dead. It would only be live on a fumble, which would mean knocking the ball out before the QB starts his throwing motion.

Check NCAA rules specifically Section 19: Article 2 A. and B.
A knocked down forward pass as defined by rule is incomplete and the ball is ruled dead and placed at the previous spot. A backward ward pass is defined by rule is live until recoved by the defense or by the offense and can be advanced by both teams. There is no such thing as a lateral.

When the quarter backs arm go in a forward motion weather it's a forward or a backward pass it's a forward motion, so it's a incomplete.

Not if it is a forward pass. If the QB throws the pass behind him at all then it is a live ball. Even if it is tipped.
