What I wish to do is this: I wish to develop a plot for my short story from a raw idea, while developing it gradually, adding ONE subplot (so as to make it short, but interesting), and developing my characters, but most of all, I wish to have a jolly good time doing it, without thinking of the amount of responsibility I must take in order for it to be a career. I already know that it is a great responsibility, but I do not wish to think in those terms, for it shall only spoil my fun, and make it so that I am not motivated to do it for the long term.

I Also wish to do it using only a notebook and pen, for it is all I have at my disposal.

Start with good strong character analysis and a good strong plot that is a spine running through your story. Your character analysis will spawn subplots and backstories. Writing longhand is no big deal. Nelson de Mille does all his novels that way. Some authors feel a direct connection between the hand and the brain they don't get through a keyboard. Hurrah for the notebook and pen, the best way to write a short story! Do have fun, yes indeed... just don't try for too many subplots (sometimes one is too many), or it won't be a short story anymore. Best of luck with it... maybe just share it with one close, interested friend and that will cap it off in the fun department. Go for it---A writer's delight, the short story!

I say, go for it. Just start to write. Don't worry about where your story is taking your or how long or short it might be..just write. and have fun. Fun (enjoyment of the craft) is the ONLY reason to be writing. If you don't have that "need" you might as well break all the points on all your pencils.

I wrote most of my first two novels longhand, but I encourage you to consider putting them in a computer file, when you can. Its so much easier to check and changes things.
