It totally depends on the boat and personal preference. The steering wheel on a power boat is usually called a steering wheel. The steering wheel on a ship, yacht or sail boat is usually called the ship's wheel. The steering wheel on an inboard motor boat may be called the rudder. ( even though it's not actually the rudder) Just depends on who it is doing the calling. The helm is the complete area where the boat is steered from, including all controls, guages, steering wheel, etc.

The ships wheel (steering device) in located on the helm (the location from where the ship is controlled). The helm is usually located on the bridge which also contains all of the controls and charts needed to guide a vessel and would be where you'd expect to find the captain.

The operator of the wheel might be called a helmsman or (in the Navy) the quartermaster. On a vessel with a tiller for control and no wheel, he'd be a tillerman. The helmsman is a member of the deck division.

In common usage, the wheel is a thing and the helm is a place. It is not incorrect usage to refer to the wheel as the helm.

You could write "he stood at the helm with wheel in hand..." for example.

A tiller is a steering device but it's not a wheel, it's a stick affixed to the rudder.

CoachT has it right. The helm is where you typically steer from and is also where you find the wheel. In this day and age, a lot of terms have become more or less interchangable, including wheel and helm. If you sat at the back of a small craft with your hand on the tiller, you could be said to have taken the helm.
