for the legedaries do you need to beat all gym leaders and elite fours and get all of your pokemon to lvl 100

No. Yes, you do need to beat all of the Elite Fours, and all of the gym leaders, but you are not required to have all of your Pokemon be level 100, either in your party, or in your box.

well you do need to beat all of the gyms and the elite four but you dont have to get all your pokemon up to level 100 though it probibly would be easier if you did!!!
