if so how can i be safe and make sure the company and people I am dealing with are legit?

Use a bank, not a loan company....thats about the safest thing to do...

You may be dealing with scammers.

Here are a few "tests"?

1) If they want any sort of fee from you upfront to do the loan, they are a scammer.
2) If they have a generic email address (Yahoo, Gmail, Hotmail) they are a scammer.
3) If they contacted you through this or any other message board, they are a scammer.

Unless they have a branch in the state you live in it is unlikely they would be willing. Reclaiming their funds is difficult overseas. If you have a "bank" begging to lend you money there is a problem, you are caught up in a scam.
