I had a midwife that we owed money to call my family and explain that we owed them money? Is this a violation of some federal law????

no but not good buisness practice just as long as she dosent relise any personal info about the patient that is within her right you should call her employer if she is through a agency & let them know

YES.

In addition to the fact that she is technically a medical provider and therefore bound by HIPPA to not release any medical or billing info to third parties, she also violated the Federal Fair Debt Collection Practices Act when she shared any collections data with a third party. I believe both are federal laws.

Calling anyone who she was not contracted with can be construed as harrassment. If they are giving out personal info, it could be illegal. Do you have a contract with this person or his/her agency? Call them.
