How can I find out if someone has recieved child support in the past in Oklahoma?

That falls under privacy. I don't think you can get that without legal assistance.

It is private information unless deemed otherwise by a Court.

Such information is regarded as confidential and if you don't have a right to the information, I don't see any way you can get it.
