Which if the "better"/faster processors and is there any difference other than speed?

Processor is all about processing speed. How fast they can process all the instructions of your running software.

The GHz figure there is a frequency, comparing the same processor with different GHz, of course the higher frequency one will have faster processing capabilities. Though you should note that this is not the only factor that determines how fast a processor can process instructions.

There's alot of factors, many of them you may not even see on its box or anywhere.

But regardless, it all goes down to just processing speed, how fast a processor can execute instructions.

LOL, they are pretty much the same. If you are after a CPU you are on the right path of a Dual Core. Centrino is intel's economy line and 1.6 to 1.9 GHz is about base level in CPU speed ( at least today). If it is possible, try finding one with 2.4 GHz and up. It might be tough on laptops because most use 1.6 -1.8 GHz. To answer your question, The 1.73 GHz CPU is a faster processor and you will want all you can get at this point. the T5450 has a higher FSB 667mhz FSB faster RAM CPU communication.
while the T5300 has a higher clock yet has 533mhz FSB slower RAM CPU communication.
both proccessors are equivalent to a 3ghz + Pentium D so their pretty fast(a 2.4 ghz(never seen anything higher) C2D in a laptop is normally found in one costing $2000+)
I think the t5450 is faster as the other one uses a pretty old FSB rating that has been reached by old desktop pentium 4 s
