NIN - The Downward Spiral (1994)
Type O Negative - Dead Again (2007) - again, rock remains very much alive.
AFI - Sing the Sorrow (2003) - being on a major label does NOT mean selling out.
Rob Zombie - The Sinister Urge (2001) - every song rocks.
Lacuna Coil - Karmacode (2006)
Mindless Self Indulgence - You'll Rebel to Anything (2005) - this is what rock is supposed to be about.
I like all the albums Sookie mentioned too (esp. Jawbox who I was almost convinced were just a figment of my imagination because no one remembers them) but the 21st century hasn't been all emo and John Mayer, right?

I think in time Arcade Fire's "Funeral" will be reveled as a classic album (defined as you said - more than a collection of songs). But I can't submit this as an official answer because it has yet to have both universal acclaim and mainstream recognizability.
Some might argue "Elephant" by the White Stripes, which I enjoy and think in it's context is an top notch effort, but I don't think it has legs as one of the all-time great albums.
I'd have to submit "The Downward Spiral" by Nine Inch Nails as my official answer - unless I'm missing something better by a rock outfit that came after that.

you really dont have to look much further than a couple weeks ago when the following album was released:
stage names by okkervil river
great reviews .. great sound... great energy.. everything that you can possibly want in a rock album is right there.
i can even suggest 'ga ga ga ga ga' by spoon.. which was released in July.. another solid album... or even Interpol's new album 'Our Love to Admire'
these three albums alone have a ton of great songs.
ohh and of course 'Neon Bible' by Arcade Fire.. i often neglect to mention them because at times it seems to obvious of a response.
ohh and technically though my favorite rock album is:
apologies to queen mary by wolf parade (released in 2005)
they are my favorite.. every song on there is awesome.. and i never ever ever get tired of listening to that album.

OK Computer It is a totally cohesive album in the old style. Start to finish it is fantastic. Arcade Fire's Funeral is also a great one.
