I believe it is because homosapiens walks upright - I remember reading this somewhere :
Most animals go for the bottom (where the reproductive bits are) - when a female is on heat she sticks her bum in the air.... presenting to the male... human women don't do this ... the cleavage is a kind of "pseudo-bum" so that females can still advertise in an upright world .... might be BS... but it makes sense...

homosapiens - it's two words... but the first 4 letters are not deamed politically correct... now I am answering a question about "boobs" which is OK apparently... who decides that boobs is ok and homo is not? Censorship really is a slippery slope eh? But thank you Yahoo for being the guardians of "morality"....sheesh!

Because God ordained it to be so!
It's rather like a nicely rounded rump, a reasonably full figure those along with boobs show the women to be able to produce and nurture offspring.
Nature is ganging up on us!
BTW You could ask why do girls like big chests on men - they are strong enough to protect them and those offspring!

It's a biological thing.
We are mammals, and like all animals are attracted to the opposite sex by qualities which would mean any offspring we produce would be healthy and survive well.
Since breasts are where milk comes from, our biological functions interpret these as attractive, because children we have would be well fed by large, well formed breasts.
