Because she worked for someone else as manager of the hotels. She did, however, own the money left, in her late husbands trust fund. The owner of the hotels, stock, and property, and other monies would not be the government or the state of New York. (Or any person from out of Country.)
But with a certain stipulation, large amounts of money are
left to her Grandchildren, if they visit their fathers grave
once a year.

She gave two of her grand-kids $5 million each and two of them nothing and they know why. Leona was a vengeful woman, but for all we know perhaps they were mean to her. I have no idea. The $12 million to the dog is crazy. I am sure there is more to that - but she was weird and very narcissistic.

I just read that article! There should be a law against such stupidity! I can see leaving 12 million to an animal shelter and helping MANY dogs but not to one dog! I feel bad for the grandkids, but we don't know the whole stroy there. They probably don't deserve her actions though.
I guess that's why they called her the "Queen of Mean!"

Well maybe she is doing what Donald Trump has done with his grown kids. Don't give them millions they are forced to work hard to earn there own money.
Maybe the kids perfered that themselves of maybe they are brats and Leona knew they would become lazy slobs if she gave them some money.
Or the kids are grown with jobs earning money and didn't want hers b/c they like working.
I don't know Leona myself but it is a theroy as to why she didn't give them the money other then her just being a grouch.

Someone like that IMO is not sound of mind and therefore should not have control over anything.
Imagine all the good she could do with that money and instead leaves it to a dog?
