There are 7 girls. There are 343 Big Cats. There are 2401 Small Cats.
7 X 2: 14
343 x 4 : 1372
2401 x 4: 9604
14 + 1372 + 9604 = 10990.
There are 10990 legs in all. And including the driver, there are 10992 legs. Excluding the seats' legs, which will not be counted because they're not alive.

with 7 big cats in each bag=49x7=343
each bigcat has 7 small cats=343x7=2401

Total cat legs = 224 legs = each bag (49 bags all together)

There are seven girls, each with 2 legs = 14 legs.
Each girl has seven bags of seven bigcats, for a total of 49 big cats. 49*4 = 196 legs.
Finally each big cat has seven small cats, for 7*196 legs = 1,372 legs.
14 + 196 + 1,372 = 1,582 legs.
EDIT: Going back, I realize that there were not 49 big cats owned collectively by all the girls as I originally thought, but rather every girl owns 7 bags containing seven big cats, so each girl has 49 big cats. This makes the number of big cats to be 343, the number of small cats to be 2,401 and the number of legs to be (343 + 2,401)*4 + 14 = 10,990. I'm sorry.
