No it can't, at best it can produce pseudo-random numbers, and I've never seen a function that can do that. Try here:

Depending on your needs, you can also get a random number by typing this into your Internet browser's address bar:

javascript:alert(Math.random())

But it comes up in an alert window, so you can't copy/paste it.
