There is a considerable difference in the - uh - competence of Louisiana state & local governments and those usually found in the states that you ask about and this is where the differences began. It got even worse when the feds turned out to be incompetent as well. Couple these factors with a population that was mostly poor & black instead of white & middle class.

Probably because they have more efficient and responsible local government than New Orleans has.

Obviously because the Bush administration considered Katrina victims mostly black, poor and Democrat.
Those living in the Midwest and Texas are probably considered white, middle-class, and potential Republican voters. -RKO- 08/29/07
