I prefer Brees.

Both are excellent, and you can't go wrong.

What tips the hand for me is 1) New Orleans' schedule, and 2) Reggie Bush.

New Orleans has a faily modest NFC schedule, easier than Cincy's.

Reggie Bush is almost a WR. He'll turn little 2 yard dump-offs from Brees into 80-yard TDs. He's simply a better weapon than Rudi Johnson and his hands of stone.

Palmer has made it a goal this year to have a higher completion percentage and the hopes of a team with a mediocre defense will be his arm. Rate Palmer slightly ahead of Brees.

You can't go wrong with either one, but Palmer has the more established Wrs. Brees has a lot of young Wrs and his main Wr past Colston is Reggie Bush. So I would say go with Palmer.
