Do you mean the 1950's documentary Victory at Sea, or maybe the horrible Sylvester Stallone soccer in a World War II, POW camp movie, Victory?

Both are probably available; I know you can get Victory at Sea for about $50. Try eBay!

You have to be thinking of the TV documentary "Victory at Sea". It was shown in 1952 and repeated many times since then. It is 26 episodes, about 13 hours of viewing. It is mostly actual combat footage with some Hollywood shot footage. It is narrated by Lenard Graves and the musical score is by Richard Rodgers.
Do a google search on "victory at sea DVD" and you will find will find where to buy it.
I have the four DVD set and watch it all the time even I probably know it by heart. If your dad is really into WWII he will love it.
