Use hydrochloric acid bowl cleaner.
lower water level the bowl, apply cleaner then let soak for a long time then scrub, flush and then use a pumice stone to remove any stains or rings still showing (use always on a wet or moist surface) Weekly cleaning will keep them from returning.
Try a toilet bowl cleaner called "Sno Bol", It's main active ingredient is hydrochloric acid, cleans everything away with very little effort. Get the thick type.
"The Works" also works well.

Most maintenance company's use a pumice stone This requires some work but is made for this purpose. There is no magic solution that will clean this scum. They usually come in a stick a little larger than a stick of butter. They will remove the scale from hard water and all other minerals that might cause the rings. When it is clean a little Clorox powder will keep it clean .
Good luck

I would not recommend using a pumice stone. I did this once and it did not work well and left horrible scratches on the bowl. I had to end up getting a new toilet all together. I have had success with Lysol Toilet bowl cleaner. I like to apply it and let it set and then scrub. You could try bleach as well. Good luck with that! :)
