This is a two part question dealing with this:

I learn slowly. I can struggle through a subject and understand the pattern (in math) and get an A in the class, but true understanding will come weeks or months later! Many times after the class is over, I'll be studying on my own and all of a sudden just have a moment of clarity and understand it perfectly. So well in fact, that I wonder how I didn't see it before.

a) What is the psychology behind this? Is this something that happens normally and maybe it just happens slower for some? Is this how a fast learner just "gets it"?

b) How do you learn? Has this ever happened to you?

Everyone has these moments, these sudden insights, flashes of inspiration, awareness, etc.
It is how the human mind works...That is part of the function of dreams, to put things into their proper categories for later recall, to sort things out, to figure out how things work.
Yes, this is how a "fast learner" gets it. I am sorta smart, eaned my master's while on fulltime duty in the Army, but I had to read, to study, to try to work things out.
My oldest son barely cracks a book, tested out in second-year psychology without studying, earned all kinds of accolades for his accademic achievements...He seems to be able to just look at things and know the material.
While I am not a "slow learner", for the most part I am not a "fast learner"...it all depends. Some things I do pick up quickly...foreign languages and math are not things I pick up quickly, but though "brute force". But, there are things I pick up quickly and easily. My son is one who seemingly can learn anything quickly and easily! With several computer degrees, he is now a research librarian!
The key is to try to learn things in your own way, at your own pace and to really learn it, not just memorize things for a test and forget it, as is the case with many people...

The subconscious mind is better at pattern integration than the conscious mind. That's why it's always good advice to "sleep on it" before you make any major decisions.

Well when you are under pressure, no matter how hard you try, you can't concentrate.

I think there is a logic about it...cuz when the pressure is gone...you find the moment of clarity or finds you :)

a) it's not really about getting it- i learn as i go in school, get straight A's and all that- but it's not until at least a week later that i realize the full meaning of what i've been taught...though over summer i empty my brain and i know nothing (exageration)

b) ...you learn as fast and reasonabley as you can?

Yes, it's called an epiphany. A sudden burst of insight.
