Pentium 4 may be better than previous Pentiums but it's no where near as good as an AMD Chipset. AMD had 64bit processors ready for 64bit Windows over four years before Vista was released. One of the main delays for Vista was caused by the "unofficial" but commonly known relationship between Microsoft and Intel. Intel couldn't get their 64bit chipset working correctly and Microsoft knew that a release of Vista would have destroyed Intel as all businesses and domestic consumers would have had to use the AMD chipset as that was the only working one available. Therefore Vista was delayed for Intel to get their chipset up to a working condition. However, only yesterday, I was in a Flight Agent Office and their System crashed. I was told that this has been a major problem since they upgraded to the Intel Dual Core chipset. I have heard many similar stories from other businesses but have not heard of any problems with the AMD. If anybody wants reliability, especially if they run a business, the best has to be AMD and they are worth the extra cost. I would recommend paying an extra £100 or £200 for an AMD Processor as that money is likely to be recovered through not having the first "expensive" crash that you will have if you go for an Intel.

Its not, everything is better then Pentium 4 including but not limited to AMD: Athlon XP, Athlon 64, Athlon X2, Athlon FX, Intel: Core 2 Duo, Core Duo, Pentium-m, and even some Pentium 3's.
