Is there are more common time of the year that companies offer early retirement packages? 1st qtr? Mid-year? or is it pretty much random?

Usually the beginning of the fiscal year. The reason why companies offer early retirement packages is to remove people from the payroll. They save the most money doing this as early in the year as possible.

However, keep in mind that a fiscal year for a company can begin at any month ... it doesn't have to be Jan-Dec.

New and young recruits can better adapt to new techniques brought about by rapid changes in our ever changing environment. Old employees have already accumulated a lot of benefits which the company have to maintain while with new recruits they could have a fresh start a a lower starting salaries. Cost then is kept to the minimum. Young recruits are more energetic than the old ones. Youth (production compensating inexperience) versus experience (compensating old age), companies still prefer youth.
