This entirely depends on the committee that is being chaired.
For the most part a chairman should " mediate" without predjudice, meetings of the committee.

To oversee the workings of the committee. To assign specific projects to individuals on the committee. To accept and collate or correlate the results of the committee. To cause to be published or promulgated these results, if necessary.
