I think you should contact Sky Auction or whoever issed the certificate.
If anybody requests that you pay some fees, then don't do it. Just bin the certificate coz then it's a scam

Very carefully, don't give any money for this, validate its original and don't carry anything for anyone else. I'd start by asking sky they must have a number of the forms.
