How can Bush start a war with Iran without a draft?

Doesn't this explain all the executive orders to silence war protesters?
Fema prisons?
People say there is no way America will allow another draft without a huge uprising so Washington would want to protect themselves.
Does this explain why troops are being deployed to Washington?

The talks of a draft has been brought up. The troops that are being deployed to the DC area are specialized in ground to air weapons, so I truly believe they will not be there for any demonstrations, unless they plan on using some type of hi-tech weapons against them (which there is - freq. waves).
I do feel that the ever growing talks about Iran may be more of the reason. Ron Paul says another 9/11 may happen within a year.
