Plz refer to Swamy's Compilation of CCS CCA RULES. Rule no. 11para 5 Action for unauthorized absence from duty or overstayal of leave.
In the subpara 1 clause (iii) it is explained as to what are the implications of unauthorized absence and when to award dies non.
Subpara 2 writes about when you can take up the deciplinary action against an employee for his unauthirised absence.
Para 6,7 and 8 also writes about the implications of dies non and actions to be taken for late coming when no casual leave at credit.
Rule 16 properly explains the procedure for imposing minor penalties.
Also plz go through Chapter 7 (on Unauthorized Absence) and Chapter 10 (Disciplinary Proceedings-A digest).
Perhaps the space is too limited to explain but go through the above mentioned rules U will have a good knowledge.

First, it must be done in a restaurant. Any other place would make the action null and void.
Second, the govt must, in all cases, pick up the tab for all parties present.
Third, it must include desert for the person being notified.
And lastly, if it is proven that the govt did not leave a sufficient tip the entire process must be repeated in order for it to be valid.
In other words. Tell your boss he has to take you to lunch if he wants to fire you.
It's the law.

You must get no objection certificate from the authorities superior than you and the person cause for the issue.
Consult the lawyer who is really know about the Law. Indian law has section for everything.
But before to take necessary action you may get tired or the person get retired from the job. Anyhow all the best

are u working in a goverment office . Does your rank authorise u to issue a show cause notice to a junior employee.
if yes, then u should get a notice from your higher ups for not knowing your job/duties.

First consult him/her for absence and motivate to work. If there any problems or grievances, try to solve/help. If these do not work, warn. Then resort to the procedure explained by the first person above. Be patient.

I wonder if you yourself is not the culprit. Otherwise in the government rule particularly civil services, very thing is clearly stated. You will have to just go through it.
