I don't know specific places, but try checking with Country Clubs and Private Dining places. My Husband worked for private clubs for a long time and made very very good money at it.

Find the most expensive or busiest restaurants. Also try to stay within a 15 minute radius of where you live. You dont want to spend late nights driving home in bad weather or when drunks are on the road. Consider the hours your expected to work. Above all, stay away from trashy places that expect the girls to let their bottoms hang out. Go for classy places with classy people. If thats not available, try a upper middle class place for dining. If your treating people like gold, and work at a place that has a kitchen that is properly run, you will do well.

Martini Bars. Granted, there aren't many in Clearwater (I live in Largo) but the tip difference between that and, say, Outback is enough to warrant the drive to Bay Walk, Centro Ybor, or Channelside. Have you tried Burn's Steakhouse? When you talking 200 bucks for full dinner for two, the tips simply must be good. Go for ritzy, expensive party places where jackets and ties are common.

Try Guppies on Indian Rocks beach (Right next to Clearwater) It is always packed. There is always the Don Cesat on St.Pete Beach but it has high prices but not always steady flow of people.

Try working at a BAR.
Some places will train you, and you get double the money you would make by been a waiter.
