This is something I've banged my head against a wall trying to figure out. And I think I've come up with several different possibilities.
1. What is common sense to you may not be to others because they have different experiences and education. For example, I manager a movie theatre and I have people call all the time thinking that "no passes" on a movie means no gift certificates or the movie is sold out. Because I work there I think this is very straight forward, but apparently it's not as obvious to the general public.
2. People expect things to be more complicated than they are. It seems like there is always a catch when it comes to things so people are trying to anticipate the catch and don't realize that things are often as straight forward and obvious as they seem.
3. People like to think they can get lucky. That's why they fall for those scams that say "just send us money to secure your prize" or "we need your credit card number/social security number" to verify you entry.
4. People are quick to panic and think things will go wrong. That's why they fall for those phishing scams where someone asks for their password/social security number/account number.
5. The public school system doesn't teach people to think critically. In fact, it seems to be more common for schools to ask students to simply regurgitate answers rather than figure things out.
6. There seems to be so much emphasis on advanced math and other courses that students either aren't taught to deal with the everyday mundane or they forget.
7. Probably the biggest reason is people are in such a hurry that they just fail to stop a moment and think. Again, using work as an example, almost every day we have people asking if the posted times are the correct times.

because a man should look for what is, and not for what he thinks should be. All these primary common sense impulses, not easily described in words, are the springs of man's actions.
besides Einstein said Common sense is the collection of prejudices acquired by age eighteen.

because much of "common sense" is basically, human survival instinct. Most of us, have it "in us". We are "born with it". But, we are so "civilized " and "modernized", we don't seem to have to use it much.
