I always tend to think the "empire" style looks like an old-fashioned maternity top, and I'm not sure that it will be flattering for someone who's a bit plump...but that's just me.
However, I think you're on the right track - the main thing is that you don't want something clingy.

I was trying to find one of the knit tops that are out this Fall that have a V-neck and sort of look like they wrap in front (like a criss cross), but it's just a fake wrap look. Couldn't find a pic and don't have much time this morning.

However, I did find this petite top from Lands' End. I think the boatneck top would be attractive on you. If I find a pic of the other one tomorrow, I will make an addition to this answer. In the meantime, check the link for Lands' End, below. It comes in both Petite and Plus sizes, and an array of colors. This top can really be used all year 'round (I love them!) and the quality is good.

Well, if you are slightly plump, then it's nice because it skims over the tummy. But if you are fat to obese, it begins to look like a tent. (-: I can say that because I am obese.

I think they say that kind of shirt has an "empire waist" because that look was very popular in dresses during the Empire period (early 1800s). It is a cute and easy-breezy look. You might look for something with longer sleeves if your arms are quite plump, though.

If you are short, choose the top and bottom in the same color to make yourself look longer.

All I can say is go to the store and try it on -- then you can see if it's suitable for you.

Always wear a comfortable dress( preferably COTTON).Also if you're short and slighty plump, and wanted to wear Shirts, then you can consult with your Tailor(specialized in Lady's dress materials).Or you can try in Readymade Garments/Apparels Stores.
