Have a think about how important the ordinary people were in Ancient Rome.

You may have heard about "bread and circuses" - this is how the Roman elite used to control the populace - why did they need to control them?

Think about the importance of the Roman Army that was comprised of ordinary people.

The question means, What did both the ordinary people and leaders contribute to the Roman Society. You need to go over things like could the Romans have achieved what they did without the help of the ordinary people.

The greatness of ancient Rome was vested in the disciplined,
tenacious, and professional legions manned by citizen soldiers for the centuries of Roman expansion that encompassed the entire Mediterranean region. Start there and build on the soldiers. These men not only expanded Roman territory,
but they built the famous roads that connected the empire.

I'm assuming that the nature of the class is that you were told that there are differing opions on this subject. you should first read about the ordinary people, and then read about the extraordinary people, and then decide who was most important . then form a thesis statement, or your argument for or against whatever group you decide was most important, and then go through, and prove your thesis, with evidence from what you read.
