I am not sure what you refer to when you state "existence is high" or low.
High Politics is defined as state security. Hobbes argued that the security of the state outweighs all other factors. All the other factors are considered matter of low politics. People don't always agree with what is or isn't state security. For example, some would say that the economy is a security matter, while others argue that the economy is a result of security.
If a state abandons high politics, or in other words, security at all costs, the result will be a destruction of all matters of low politics. Without security, no state is able to effectively manage any other aspect of state independence.
Security at all costs is meant to enhance and spread the ideas of low politics. High politics guarantees that matters of low politics will remain safe, and thus, the the individual existence of state members will be enhanced.
