This sounds silly but it works.
Take an empty Pickle jar, make sure you wash it, line the inside part of the lip (where the lid sits to where the bottle gets wider inside) with a thick layer of vasoline. Take a chunk of banana and set at the bottom.
With in two to three days you will notice a bit of difference. Throw out the jar and replace with new no later than a week.

They may not be exterminating regularly, or some of the tenants may not be letting them spray their apartments, in which case you will have to take things into your own hands. Hire an exterminator for a couple of months, then once things are under control, you should be able to start your own maintenance. If you can find Bengal roach spray, it works well. Use that, then get a can of boric acid and follow the directions on the can.

In a perfect world, the apartment manager/owner should have the whole place and each apartment professional exterminated every 30 days. But if they will not, then you are going to have to do this on your own.
You can also try doing the spraying yourself with something such as RAID. Spray the baseboards in each room every 28 to 30 days. There are other good products too, all of which can be found at your local supermarket.

In college I had the same problem. So, go to a hardware store or Home Depot etc. , go to the isle with the pest control items, look for (not sure if it is still on the market) De-cone (I hope I spelled it correctly) Roach bait. It's like a tube of tooth paste. Apply (squeeze) about 1 inch of the paste behind couches, dresser, basically in all corners of problem areas. Or read the instructions. It works fast !! Use when needed.

You can mix a solution of boric acid/sugar and leave it in caps from medicine bottles or jars behind the appliances in cupboards and countertops.. Just be careful of children/pets. Boric acid is poisonous.. This will kill the buggers.. Suggest tneighbors do the same. You can also spray with ORTHO HOME DEFENSE the perimeter of your apt.. and your apt. building.. If the problem is really bad you can use an indoor fogger.. good luck

Go to your local hardware store and get some boric acid powder. Sprinkle it in the corners of all the cupboards and base boards, under the refrigerator, stove and sink, in the bathroom, in the closets. It's more effective if you can get your neighbors involved at the same time because they'll just move next door between the walls. The boric acid removes the wax coating on their bodies and they dehydrate and die. You'll have to reapply BEFORE the existing eggs hatch to get the next generation.

Probably the other apartments aren't dealing with their roaches.
You have to plug all the holes in the bathrooms, bath's sinks etc and kitchen whenever you're not using them, there is no other way they can come in. Unless they're coming in through the front door from the next apartment which is doubtful.
