A flirt is someone who appears to be interested in others sexually, regardless of the possibility of actually having sex.
For a woman, batting your eyelashes (traditional), and giving a smile that is a little too big may produce this effect.
For a man, a lot of warmth and smiling, and showing something slightly beyond just friendly interest can have this effect if it's not overdone. Some men flirt with everyone, including old ladies they have no real sexual interest in as a kind of general friendliness. Someone who is called "a flirt" often does this.
Whether this is good or bad depends on how well the person gauges the receptiveness of the target of the flirting. If it's done inappropriately, most people have a negative reaction.

When you say someone is a flirt, it means they like to talk, gesture, and make nice comments to someone they like (or would like to like). Most of the times it's not serious, but just fun. But flirting can be bad when you upset the flirtee, or you upset the person you are with at the moment.

Like he flirts with everyone. Its a bad thing if it is like i wanna have sex with everyone but a friendly flirt is okay if you are single.
