They are afraid to get entangled in a court case. Especially if it involves drug trafficking. Once the drug barons know that you know something, they will go after your neck.

The shame and pain of going thru the events that happen could be a reason why victims fail to report criminal incidents to the police. It is also possible that other people simply have lost faith in the justice system that they wouldn't bother doing anything about what they have witnessed anymore.

Well, the reasons are not usually dictated logic, some of which have already been stated by others...
From the victim: shame, fear of retaliation, lack of faith in the judicial system or not wanting to relive the event by bringing it to court.
From bystanders: Fear of retaliation, perhaps an inability to describe the events accurately, or sadly, apathy.
My parents taught me when I was growing up that it's important to TELL.

The belief that nothing is going to be done by the authorities anyway, so the reporting a crime is like wasting the time.
