I'm not sure how to answer your question. How about:
Because we call cats' babies kittens. If we called them puppies, then they could.
OR:
Cat's can't have puppies because they are too genetically divergent from dogs to mate with them.
OR:
Cats CAN have puppies if we give them some, or if they go out and catch them.

My cat had puppies! And my husband stayed out all night because he was feeding poor children who seemed to be wearing expensive perfume.

cat babies are not called puppies because we say so.
