How could we have created a workable government in Iraq?

My Ideas: 1 Give the citizens shares or stock in the oil industry.
Break up the oil industry into hundreds of parts or companies, give every Iraqi shares of each company equally.

Have no Iraqi Government involvement in the oil industry.

Let the locals police themselves and create local laws.

Have only a small Central Government with limited power.

We paid 1 trillion dollars to restore a new government there and what Bush installed is not acceptable.
We need to create a new government in Iraq. The Iraqi Government now has total controll of all resources. This is a dangerouse system The power structure curently set up is perfect for a new totalitarian system to evolve and I believe it was done intensionaly By Bush so they may controll it like they do in saudi Arabia and Pre 2001 Iraq.
What if All natural resources were controlled by the government here in the USA. Then the first person to win the election would simply would not fund opposition parties. Game Over

The worst part of the whole scheme is that there is no where near a trillion dollars in oil in ALL of the middle east. The entire country (USA) could be using renewable clean energy for that trillion dollars.

Islam is not compatible with democracy period. They are diametrically opposed. What kind of government would work? Good question.

Britain forced three tribes that hated each other into being a country called Iraq, and the problems have been ongoing since.

Instead of going in on the ground as we did which was too soon; we should have dropped a lot more bombs. To heck with it level the place into nothing but dessert which it is anyway and would not have had all the deaths & injuries that we have.

The only workable govt we (the US) could have created is another dictatorship -- nothing less than that type of rigid authoritarian rule would stop the sectarian violence.

Democracy cannot be exported -- it can only be imported.
