Till date nobody has clearly defined time in scientific term i.e there is no clear cut definition of time.

There are two distinct views on the meaning of time.

One view is that time is part of the fundamental structure of the universe, a dimension in which events occur in sequence, and time itself is something that can be measured. This is the realist's view, to which Sir Isaac Newton subscribed, and hence is sometimes referred to as Newtonian time.[1]

A contrasting view is that time is part of the fundamental intellectual structure (together with space and number). Within this structure, humans sequence events, quantify the duration of events and the intervals between them, and compare the motions of objects. In this second view, time does not refer to any kind of entity that "flows", that objects "move through", or that is a "container" for events. This view is in the tradition of Gottfried Leibniz[2] and Immanuel Kant,[3][4] in which time, rather than being an objective thing to be measured, is part of the measuring system used by humans.

In physics, time and space are considered fundamental quantities (i.e. they cannot be defined in terms of other quantities because other quantities - such as velocity, force, energy, etc - are already defined in terms of them). Thus the only definition possible is an operational one, in which time is defined by the process of measurement and by the units chosen.

Periodic events and periodic motion have long served as standards for units of time. Examples are the apparent motion of the sun across the sky, the phases of the moon, the swing of a pendulum, heartbeats, etc. Currently, the unit of time interval (the second) is defined as a certain number of hyperfine transitions in Cesium atoms (see below).

Time has long been a major subject of science, philosophy, and art. Its measurement has occupied scientists and technologists, and was a prime motivation in astronomy. Time is also of significant social importance, having economic value ("time is money") as well as personal value, due to an awareness of the limited time in each day and in human lifespans.

Reincarnation, literally "to be made flesh again", is a doctrine or mystical belief that some essential part of a living being (in some variations only human beings) survives death to be reborn in a new body. This essential part is often referred to as the Spirit or Soul, the 'Higher or True Self', 'Divine Spark', 'I' or the 'Ego' (not to be confused with the ego as defined by psychology). According to such beliefs, a new personality is developed during each life in the physical world, but some part of the being remains constantly present throughout these successive lives as well.[1]

Belief in reincarnation is an ancient phenomenon. This doctrine is a central tenet within the majority of Indian religious traditions, such as Hinduism (including Yoga, Vaishnavism, and Shaivism), Jainism, and Sikhism. The idea was also entertained by some Ancient Greek philosophers. Many modern Pagans also believe in reincarnation as do some New Age movements, along with followers of Spiritism, practitioners of certain African traditions, and students of esoteric philosophies such as Kabbalah, Sufism and Gnostic and Esoteric Christianity. The Buddhist concept of Rebirth although often referred to as reincarnation differs significantly from the Hindu-based traditions and New Age movements in that there is no "self" (or eternal soul) to reincarnate.

During recent decades, a significant minority of people in the West have developed a belief in reincarnation.[2] Films, such as Kundun and Birth, contemporary books by authors such as Carol Bowman and Vicki Mackenzie, as well as popular songs, regularly mention reincarnation.

Some researchers, such as Professor Ian Stevenson, have explored the issue of reincarnation and published suggestive evidence. Some skeptics are critical of this work and others say that more reincarnation research is needed.[3]

we are not repeatedly coming and going in this world since a long time.
It is very true that atom is a smallest partical which can not created and nor destroy. This verdict seems to good in listening and for many people relate for rebirth.
But in fact you are once in the universe and what you are to day is the proof of living.
Time is nothing and has own it has no value.
To accumulate our desire and dream we have made a time unit to facilitate our speed of work.It is only unit measurement for commpetition among similarity.
You have to keep in mind that if Stop working and sit one side the time will come to you and ask what this extra you are doing it means which you can creat new those other can not to you will be entitelde in time persone.
It means to some thing which another can not to you will be put on time list. and will be remmeber for long.
Nothing is repeated in the universe.
Its only once and depends good on those who knows how to enjoy.

Time is the space between two events measured by mind in the form of life spent. It is not real but a concept. Time consumes every thing known and unknown, in Sanskrit time is called "Kaala" which also means the God of Death. The second part of your question cannot be answered for certain.

time is something humans invented, to give us a concept of where or when we are. but really everyday is a new one, so start of and make the most of your day.
