The minimum requirements are a high school diploma and SAT scores. That said, the minimum is meaningless, because it is not the university's requirements, but the level of competition, which sets the standards by which students are accepted at Harvard. No one gets into Harvard just because they have a high school diploma and SAT scores, but that isn't because Harvard doesn't stick to its requirements, but because they can only take a limited number of students every year, and they have many times that number of applicants, each with outstanding grades, scores, activities, honors, etc.

There are no "minimum requirements" for Harvard. The accomplishments of the students the school tends to admit are simply astonishing. Most have perfect GPAs and perfect or very-near-perfect SAT/ACT scores. You need to stand way out. You need to have a significant amount of evidence that proves your genius. You need to already show strong evidence that you are going to be a leader in your field, make ground-breaking discoveries, or otherwise become famous through your academic and/or professional pursuits.

Plenty of valedictorians, salutatorians, and perfect scorers on standardized tests have been rejected from Harvard in the past.

96% of their students were in the top of their class in high school, so it's safe to say you need a 4.8 to 5.0 gpa and a really high score on the ACT/SAT.
