I love the idea of a "brick and mortal" institution (that should be mortar!!!). The answer is no, it is not, and doesn't even claim to be one. I looked into this school a few weeks ago for someone else on Yahoo! Answers, and it looked truly sleazy. To begin with, the only individual who showed up on their website was the President, and when I Googled him, the only thing that came up under his name was someone in the construction industry in Texas (and it was only a LinkedIn listing). I've never heard of a college president who did not yield multiple cites on Google. There is no address given, nor is there any hint of where they are located on the website. The FAQ asks in which disciplines they offer degrees, and responds by giving levels of degrees (associates, bachelors, masters, and doctorates), rather than mentioning the disciplines in which these degrees are given! By the way, it does not appear that the President has a doctorate, no faculty are listed on the site, so it is likely that no one there has a doctorate, so they have absolutely no business giving out doctorates. They are what is generally known as a diploma mill. Give us enough money and we'll give you a diploma!

The school does not appear to have a campus -- it is online onlyhh. And a statement on the school's website also says that it is NOT an accredited institution recognized by the U.S. Department of Education. That means that any classes you take and any credit you earn probably will NOT be recognized by other institutions. The URL the website page that discusses accreditation is below.
